20 INCOME TAX
(подоходный налог) Прямой налог на доход. Основной прямой налог в большинстве стран, которым облагаются отдельные налогоплательщики или семьи. При взимании этого налога удобно осуществлять принципы налоговой платежеспособности и прогрессивного налогообложения. К недостаткам подоходного налога следует отнести то, что он может быть антистимулом к труду и к рисковым инвестициям. В Великобритании этот налог исчисляется с налогооблагаемого дохода (taxable income) налогоплательщика, т.е. его валового дохода за вычетом всех налоговых льгот (income-tax allowances) и скидок по подоходному налогу. Если в каком-то финансовом/фискальном году (fiscal year) такие льготы и скидки превышают валовой доход, подоходный налог не уплачивается вообще; если налог удерживался у источника, то он обычно возвращается (см.: deductions at source (удержание у источника)). В Великобритании с 6 апреля 1992 г. первые 2 000 ф. ст. налогооблагаемого дохода облагаются по пониженной ставке в 20%, затем применяется базовая ставка (basic rate). Лица, имеющие более высокие доходы, уплачивают подоходный налог по более высокой ставке (см.: higher rates( более высокие ставки)).
